The VAT already inside the price

A menu price already includes the VAT, so the VAT inside it is not 15 % of the price — it is the tax fraction, 15 over 115. On R115.00 that is R15.00, and taking 15 % of R115.00 gives R17.25: fifteen per cent too much output VAT, on every line, every month, and the figure looks entirely reasonable. The other half of the same problem is input: brown bread and maize meal are zero rated, so no VAT was charged on them and there is none to claim, however large the grocery bill.
